Infrastructure: Despite promising medical facilities this is not within the gift of the developer. And, even if it is, the local hospitals are already over capacity.
Road links: Operation Brock already causes chaos on the A20. This road is not sufficient in size to accommodate 10,000 cars or more on a daily basis.
Transport links: Network Rail will not provide a new station. It would be a travesty if Lenham railway station were moved which already supports an existing community.
Schools: Are already at capacity.
Number of homes: Is 6000, not 5000. We have already agreed to a village plan

The SPD takes forward the requirements of Policy LPRSP4(A) of the Local Plan Review which established the necessary scope of infrastructure for the site. This includes various aspects including the rail station, new schools, a health facility, a Country park and new publicly accessible open spaces, improved bus services, and the creation of new jobs.
The SPD is providing guidelines and principles, and further work will be required as part of the preparation and determination of planning applications to consider impacts and necessary mitigation.
Appropriate requirements and mitigation measures will be secured through the use of planning conditions and legal agreements.
The SPD can only relate to the land that was allocated in the Local Plan Review for the Heathlands Garden Settlement (for up to 5,000 homes), and can not set new policy for land beyond that boundary.

Infrastructure has not been clearly thought out and is not sufficient. Transport links are lacking as Network Rail have confirmed they won't be supporting a new station. Schools are at capacity. Medical facilities (including local hospitals) are at capacity. Sewage is to be tankered out in first phases of the development. The roads are not equipped for this. Road links are at capacity with accidents already occurring every day on the A20 and M20. Existing farmland is needed to feed us! No farms, no food, no future!

The SPD takes forward the requirements of Policy LPRSP4(A) of the Local Plan Review which established the necessary scope of infrastructure, which includes the new station, new schools and health facilities and wider infrastructure.
Figure 19 at Section D of the SPD replicates the required phasing of development and associated infrastructure as was set out in the adopted Local Plan Review.
Infrastructure will be secured through the use of planning conditions and legal agreements, as part of the consideration and determination of future planning applications.

Just about everything important is missing from the development planning. I can't even believe it has got this far! Missing elements include sufficient infrastructure including doctors, hospitals, schools. There has been no thought given to road links, ie no new exit off the M20 and A20 is already at capacity. Transport links are missing. As far as I know Network Rail haven't agreed to a new station and I cannot believe anyone would think it makes sense to move Lenham Station which already serves a large community. And it isn't 5000 homes planned, it's 6000 with the local plan.

The SPD takes forward the requirements of Policy LPRSP4(A) of the Local Plan Review which established the necessary scope of infrastructure which is replicated in the SPD and includes the need for the station, transport improvements and new social infrastructure including schools and a health facility.
Future planning applications will set out more details around the proposed layout of buildings, uses, infrastructure and other mitigations in light of assessments of impacts.
All future applications will be the subject of consultation and future decision making.
