3 Pre-mitigation assessment of reasonable alternative sites

3.1 Identification of reasonable alternative sites

3.1.1 The GTAA (April 2025)³⁰ evidences the borough-wide need for additional pitches/plots over the period 2023 to 2040 to meet the accommodation needs of Maidstone's GTTS households as, described in section 1.4.

3.1.2 Some of the overall identified need has already been met through the granting of planning permissions and via planning appeals, since 2023. Additionally, via the PDA, MBC has explored the potential for some additional pitches/plots to be accommodated within existing sites from where the need originates.

3.1.3 Further to this, MBC has undertaken three separate 'call for sites' exercises to identify any sites or land that may be suitable for GTTS development. The call for sites exercises took place in 2019 (as part of the wider call for sites for the LPR); in 2022 (specifically requesting sites for use as sites for pitches/plots); and in 2023 (specifically requesting sites for use as sites for pitches/plots).

3.1.4 All existing and submitted sites have been reviewed by MBC, sifting out sites that are unsuitable. The site suitability sifting exercise considered factors such as the capability to deliver at least one pitch, while ruling out sites located within Flood Zone 3, SSSI, LNR, European sites, SM, or ancient woodland. As a result of this process, a total of 158 reasonable alternative sites have been identified by MBC during the preparation of the GTTS DPD for evaluation in the SA process. These sites are listed in Table 3.1.

3.2 Overview of site assessments (pre-mitigation)

3.2.1 Chapter 2 sets out the methodology used to appraise reasonable alternatives and options in the SA process. Topic-specific methodologies for the assessment of reasonable alternative sites in Appendix B set out how the likely impact per receptor has been identified in line with the local context and assumptions.

3.2.2 The full assessment of the 158 reasonable alternative sites, including rationale for the recorded impacts and scoring against each receptor within the SA Objectives, is presented in Appendix C. A summary impact matrix for all reasonable alternative sites pre- mitigation, with the 'worst-case' score against each SA Objective, is presented in Table 3.2.

3.2.3 Positive impacts were identified in relation to the provision of pitches/plots for GTTS communities to contribute towards, meeting identified needs. Additional benefits were associated with the location of many reasonable alternative sites in Flood Zone 1, where fluvial flood risk is low. All reasonable alternative sites are situated within a sustainable distance of major employment locations, and many are also within sustainable distances of one or more public greenspaces, PRoW, cycle networks, and some social infrastructure including local shops, schools, and healthcare facilities.

3.2.4 Negative impacts identified include the potential for loss of agriculturally important soil resources, pressure on biodiversity designations, and possible alteration of the character or setting of cultural heritage assets and the Kent Downs National Landscape. Further negative impacts related to more rural sites with poor access to one or more key services, including local facilities and healthcare. A small number of sites are also located in close proximity to sources of air pollution including main roads. Additionally, a few reasonable alternative sites lie within areas at risk of flooding or in locations where there is greater potential for deterioration of groundwater and watercourse quality.
