Detailed site allocation policies

  1. Site allocations have been identified under strategic policy TR4. These are a combination of existing site allocations from the Local Plan Review and newly suggested sites received through the call for sites exercises. In some cases, the new sites are expansions to existing sites, whereas others are entirely new standalone sites.
  1. It is important to ensure that development of these sites is carried out to a consistent standard, for the benefit of the future occupiers and the wider community and environment. As such, policies need to take account of individual site constraints and requirements.
  1. Each site allocated under strategic policy TR4 has an accompanying draft detailed site allocation policy. In addition to the requirements listed in the policies that follow, reference should also be had to national policy and guidance, the Local Plan Review and any other relevant policies in Maidstone's Development Plan.
     
  2. At this Regulation 18C consultation stage, these policies set out the proposed general direction of travel only. They are based on a general set of site requirements and will be reviewed and revised between Regulation 18C and Regulation 19 to account for any additional site specific constraints that may become apparent. The pitch capacities (where given) are indicative and based on the details submitted during the Call for Sites exercises.
     
  3. Please also note that once adopted, any allocations within this Plan are to be added to the already adopted Policies Map. For ease of reference as part of this consultation, the potential site allocations included in this Plan are shown on a borough map which does not include any other elements from the adopted Policies Map as they are not subject to consultation.

The following site allocations are carried forward from the adopted Local Plan Review (policies LPRGT1(x))

POLICY GT (LPR1) – THE KAYS, HEATH ROAD, LINTON

In accordance with policy TR4 planning permission for two permanent pitches at The Kays, Heath Road, Linton, as shown on the Policies Map, will be granted if the following criteria are met:

  1. The total capacity of the site does not exceed three gypsy and traveller pitches.
  2. Access to the site is via the existing access off Heath Road.
  3. The additional pitches are located towards the rear of the site and not forward of the existing mobile home.

POLICY GT (LPR2) – GREENACRES (PLOT 5), CHURCH LANE, BOUGHTON MONCHELSEA

In accordance with policy TR4, planning permission for two permanent pitches at Greenacres (Plot 5), Church Lane, Boughton Monchelsea, as shown on the Policies Map, will be granted if the following criteria are met:

  1. The total capacity of the site does not exceed three gypsy and traveller pitches.
  2. Access to the site is via the existing access off Church Hill.
  3. The additional pitch is sited on the existing hardstanding and not beyond the site boundaries defined on the Policies Map.
  4. A landscaping scheme for the site is approved which provides for:
    1. The retention and future maintenance of the trees and hedge line along the site frontage to Church Hill; and
    2. The establishment of a landscaped boundary to the south of the site comprising native species to provide an effective screen to the development.

POLICY GT (LPR3) – LAND AT BLOSSOM LODGE, STOCKETT LANE, COXHEATH

In accordance with policy TR4, planning permission for two permanent pitches at Land at Blossom Lodge, Stockett Lane, Coxheath, as shown on the Policies Map, will be granted if the following criteria are met:

  1. The total capacity of the site does not exceed six gypsy and traveller pitches.
  1. Access to the site is via the existing access off Stockett Lane.
  2. The additional pitches are sited on the existing hardstanding and not beyond the site boundaries defined on the Policies Map.
  3. A landscaping scheme for the site is approved which provides for the retention and future maintenance of the hedgerows and tree planting along the site's northern, southern, western and eastern boundaries and the native hedgerow bordering the public footpath which crosses the site.

POLICY GT (LPR5) – KILNWOOD FARM, OLD HAM LANE, LENHAM

In accordance with policy TR4, planning permission for two permanent pitches at Kilnwood Farm, Old Ham Lane, Lenham, as shown on the Policies Map, will be granted if the following criteria are met:

  1. The total capacity of the site does not exceed four gypsy and traveller pitches.
  1. Access to the site is via the existing access off Old Ham Lane.
  2. A landscaping scheme for the site is approved which provides for the retention and future maintenance of the trees and woodland along the northern, western and eastern boundaries of the site to secure the effective screening of the site.
  3. The siting of the additional mobile homes maintains a 15m buffer to the Ancient Woodland.
  4. An ecological assessment of the site is undertaken and an ecological enhancement and wildlife management plan for the site is approved.

POLICY GT (LPR6) – 1 OAK LODGE, TILDEN LANE, MARDEN

In accordance with policy TR4, planning permission for two permanent pitches at 1 Oak Lodge, Tilden Lane, Marden, as shown on the Policies Map, will be granted if the following criteria are met:

  1. The total capacity of the site does not exceed two gypsy and traveller pitches.
  1. The substantial landscape buffer to the north west and west of the site is retained and maintained.

POLICY GT (LPR7) – THE PADDOCKS, GEORGE STREET, STAPLEHURST

In accordance with policy TR4, planning permission for two permanent pitches at The Paddocks, George Street, Staplehurst, as shown on the Policies Map, will be granted if the following criteria are met:

  1. The total capacity of the site does not exceed four gypsy and traveller pitches.
  2. Access to the site is via the existing access off George Street.
  3. The additional pitches are sited within the site boundaries as defined on the Policies Map.
  4. A landscaping scheme for the site is approved which provides for:
    1. The retention and future maintenance of the trees and hedge line along the site's frontage to George Street; and
    2. The establishment of a native species landscaped boundary along the rear (northern) edge of the site to create a more permanent boundary.
  1. An ecological assessment of the site is undertaken and the proposals incorporate necessary habitat creation, enhancement and mitigation measures.

POLICY GT (LPR9) – FLIPS HOLE, SOUTH STREET ROAD, STOCKBURY

In accordance with policy TR4, planning permission for five permanent pitches at Flips Hole, South Street Road, Stockbury, as shown on the Policies Map, will be granted if the following criteria are met:

  1. The total capacity of the site does not exceed five gypsy and traveller pitches.
  2. A landscaping scheme for the site is approved which provides for the retention and future maintenance of the existing landscaped boundaries of the site to provide an effective screen to the development.

POLICY GT (LPR10) – THE ASH, YELSTED ROAD, STOCKBURY

In accordance with policy TR4, planning permission for five permanent pitches at The Ash, Yelsted Road, Stockbury, as shown on the Policies Map, will be granted if the following criteria are met:

  1. The total capacity of the site does not exceed five gypsy and traveller pitches.
  2. A landscaping scheme for the site is approved which provides for the retention and future maintenance of the existing landscaped boundaries of the site to provide an effective screen to the development.

The following site allocations are those received as part of the Call for Sites exercises and considered potentially suitable for allocation at this stage. As these are new suggestions, an indicative site boundary map is included within each policy for reference.

POLICY LPR (022) – LAND REAR OF CHART VIEW – SITE A View map Land Rear of Chart View Chart Hill Road - SITE A

  1.  The site is accessed via the existing track off Chart Hill Road.
     
  2. The proposed pitches are suitably located within the site, taking account of any site specific constraints (to be identified prior to Regulation 19). 
     
  3. A landscaping scheme for the site is approved which provides for the retention and future maintenance of any hedgerows present and/or the establishment of a suitable native species landscaped boundary.
     
  4. A phase 1 habitat survey is undertaken, which may as a result require on and/or off-site mitigation for the existing  habitat of local fauna/flora.

POLICY LPR (023) – LAND REAR OF CHART VIEW – SITE B View map Land Rear of Chart View Chart Hill Road - SITE B

POLICY LPR (256) – STEDE ROW WOODLAND, SOUTH OF PILGRIMS WAY View map Stede Row

  3. A landscaping scheme for the site is approved which provides for the retention and future maintenance of any hedgerows present and/or the establishment of a suitable native species landscaped boundary.

POLICY C4S (001) – LAND AT KENWARD ROAD/THE CHERRY ORCHARD View map Land at Kenward Road/The Cherry Orchard

  3. A landscaping scheme for the site is approved which provides for the retention and future maintenance of any hedgerows present and/or the establishment of a suitable native species landscaped boundary.
     
  4. A phase 1 habitat survey is undertaken, which may as a result require on and/or off-site mitigation for the existing  habitat of local fauna/flora.

POLICY C4S (003) – WOOD VIEW FARM View map Wood View Farm

  1. The site is accessed via Lenham Road.

  3. A landscaping scheme for the site is approved which provides for the retention and future maintenance of any hedgerows present and/or the establishment of a suitable native species landscaped boundary.

POLICY C4S (004) – ACRES PLACE View map Acres Place

  1. The site is accessed via Lenham Road.

  3. A landscaping scheme for the site is approved which provides for the retention and future maintenance of any hedgerows present and/or the establishment of a suitable native species landscaped boundary.

POLICY C4S (005) – DAIRY LANE, CHAINHURST View map Dairy Lane

  1. The site is accessed via either Stockett Lane or Forstal Lane (to be confirmed by Kent County Council).
     
  2. The proposed pitches are suitably located within the site, taking account of any site specific constraints (to be identified prior to Regulation 19).
     
  3. A landscaping scheme for the site is approved which provides for the retention and future maintenance of any hedgerows present and/or the establishment of a suitable native species landscaped boundary.
     
  4. A phase 1 habitat survey is undertaken, which may as a result require on and/or off-site mitigation for the existing  habitat of local fauna/flora.

POLICY C4S (028) – OAKLAND PLACE View map Oakland Place

  1. The site is accessed via Greenway Lane.

  3. A landscaping scheme for the site is approved which provides for the retention and future maintenance of any hedgerows present and/or the establishment of a suitable native species landscaped boundary.

POLICY C4S (029) – PEACOCK FARM View map Peacock Farm

  1. The site is accessed via Chart Hill Road.

  3. A landscaping scheme for the site is approved which provides for the retention and future maintenance of any hedgerows present and/or the establishment of a suitable native species landscaped boundary.

POLICY C4S (030) – RIVERWOOD View map River Wood

In accordance with policy TR4, planning permission for up to 15 permanent pitches at Riverwood as shown on the Policies Map, will be granted if the following criteria are met:
a.    The site is accessed via Chegworth Lane.

b.    The proposed pitches are suitably located within the site, taking account of any site specific constraints (to be identified prior to Regulation 19).

c.    A landscaping scheme for the site is approved which provides for the retention and future maintenance of any hedgerows present and/or the establishment of a suitable native species landscaped boundary.

d.    A phase 1 habitat survey is undertaken, which may as a result require on and/or off-site mitigation for the existing  habitat of local fauna/flora.
