Accommodation on allocated sites
Please note that the following policy (TR4) lists a combination of sites originally allocated through the Local Plan Review as well as new potentially suitable sites submitted through the Call for Sites exercises in 2019, 2022 and/or 2023.
This list of 'potential sites' may be suitable for allocation in the proposed submission (Regulation 19) Plan. They do not represent the 'final' sites for allocation nor the final indicative pitch capacities.
Where site submission forms included a nominated site capacity (i.e. specified a number of pitches), this figure has been included in the accompanying draft policy. No moderation exercise or detailed assessment has yet taken place to verify this level of development.
Where the site submission forms did not specify a site capacity, the site remains as a draft allocation with a 'not specified' for the indicative pitch capacity.
These potential sites and their draft site allocation policies are set out as part of this consultation exercise to allow everyone the opportunity to see the maximum potential number of sites under consideration. Feedback is invited on the potential sites.
The potential sites and their indicative capacities will be reviewed and refined between Regulation 18C and Regulation 19 to account for any additional site specific constraints, updated evidence, any planning decisions in the interim, and feedback from this consultation exercise. This may result in some potential sites being removed from the Plan.

- Accommodation for Gypsies and Travellers is a specific type of housing that the Council has a duty to provide for under the Housing Act (2004) (as amended). The borough has a significant number of Gypsy and Traveller pitches that are mostly on small, privately owned sites in the Countryside. Going forward, it will be important to contribute towards the creation of sustainable communities by making an appropriate level of pitch/plot provision which balances the reasonable need for lawful culturally appropriate accommodation with the responsibility to protect the environment.
- Through strategic policy TR4, the Plan allocates land to provide additional pitches/plots in the borough to help meet identified accommodation needs over the plan period. The sites are listed in policy TR4, to make it clear exactly where the Council expects new accommodation to be delivered. Alongside the site is the indicative number of additional pitches/plots to be provided.
- It is preferable for sites to be located close to existing settlements where there are community facilities such as schools and health services, however it is frequently that case that, because of land ownership and availability, more rural sites are proposed. Where such sites are proposed, the impact of development on the landscape, heritage, ecology and rural character are important factor in respect of the wider objective of protecting the intrinsic character of the countryside.
- Whilst this list shows the council's potential sites for allocation at this time, this does not represent the final list nor the final number of pitches. These will be subject to further detailed assessment and may alter as a result of that assessment or as a result of feedback received during this consultation.
- The Council will also consider any new sites that are submitted during the Regulation 18C consultation.
