Q2: Do you agree that the correct key issues and elements have been identified in relation to the context of the site?

I don’t think full consideration has been made for the extensive additional traffic that will travel across the down through Boxley to Penenden Heath or through Grange Lane to join the M 20. These roads WILL be used as rat runs
Objection noted.
Officers agrees that additional commentary should be added to Section 3.3: Constraints Opportunities to acknowledge wider impacts across adjacent areas.
Principles and guidelines relating to traffic are set out at Chapter 6.6 which requires detailed assessments of impacts on the local and strategic road network and direct reference to minimise impacts on local lanes.
The SPD sets out additional guidance on the approach to transport assessment and mitigation (Chapter 7.3).
More detailed assessment of impacts and the design of transport mitigation measures will need to be set out as part of the formulation and consideration of future planning applications.

Codes are great but what happens when developers deviate from them
Comment noted.
A range of guidelines and principles are set out for the approach to a 'Design Code at Chapter 6.2 to achieve a high quality place, including the need for the detailed design of the Garden Settlement (via future planning applications)t to be in accordance with an approved Design Code.
Chapter 7.6 of the SPD sets out the anticipated planning process, including the expectation of a comprehensive site wide outline application to secure a comprehensive approach and to ensure that all further details must accord with the design coding.
