Horse riders are predominantly women (about 93%) and most participate in no other sport.
Many disabled people can ride or carriage drive, often with the same skill as able bodied people.
Excluding horses discriminates against these groups

Safe paths (behind the hedge) are essential to allow non-motorised users, including horse riders to cross the development site and access the wider area, specifically Capstone Valley, Bredhurst Woods and The North Downs, all of which have long-standing equestrian routes


Our response:

The SPD takes forward the requirements of Policy LPRSP4(B) of the Local Plan Review which established the necessary scope of infrastructure., which did not include a specific reference to horse riders.
