The British Horse Society is aware that horse riding makes a considerable contribution to the local economy.
There are 30400 horses passported to owners in Kent the contribution for which to the economy is almost £167 000000 much likely to be spent locally including vets farriers feed merchants farmers hay and bedding suppliers
Equestrianism is the second largest rural employer after agriculture

Officers agree that additional commentary should be added to Section 3.3: Constraints Opportunities to acknowledge the existence of bridleways.

There are two public rights of way for horses within the development site one of which ( KH 41)is a important linking route for horse riders between Bredhurst woods and the horse riding route around Capstone country park .The other path (KH37) could easily be extended to meet KH 41 as previously discussed with the land owner.
Objection noted.
Officers agree that existing routes suitable for horse riders should be identified on Figure 17, the 'Existing Connections Plan'.

The overall vision has some merits, but horse riding for Active Travel or recreation has been almost completely missed out
Objection noted.
The Vision is replicated from the Local Plan Review, and it is not felt necessary to specifically refer to horse riding.
The Council propose to refer to horse riding as appropriate as additional guidelines later in the SPD to ensure that there is appropriate provision within the site.

Existing facilities for horse riders must be retained, including retaining suitable surfaces.
Further paths should be created to increase connectivity to the surrounding areas

A network of safe paths for all non-motorised users, including horse riders, should be created.
Safe paths should also be created alongside all the local lanes as the increased motor traffic will make the lanes more dangerous and deter vulnerable users

Figure 24: Movement & Connectivity Framework sets out the key routes and connections for active travel,.
Principles and guidelines relating to active travel are set out at Chapter 6.6 which requires a well connected network of pedestrian and cycle routes.
An additional principle will be added to refer to bridleways and equestrian movement through the site.

As a minimum Restricted Byway KH37 should be connected to Byway KH41.
