sewage is a major issue. There are unspecified proposals to upgrade the existing sewage works in the future but no firm proposals. In the meantime the proposals to remove sewage by tanker are not explained. How many tanker loads per day and exactly to where etc etc.
In addition no condideration seems to have been given to the fact the existing sewage works can be pretty smelly at times and yet there are proposals to build by it.

The SPD takes forward the requirements of Policy LPRSP4(A) of the Local Plan Review which established the necessary scope of infrastructure for the Heathlands site, including the need for new/improved wastewater treatment as part of Phase 1, as set out in Figure 19.
The guidelines and principles at Chapter 6.3 of the SPD in relation to 'Blue Infrastructure and Wastewater Treatment' require development proposals to demonstrate how foul water will be appropriately managed, including provision of an improved or new wastewater treatment facility.

The vision and objectives appear to have little or no consideration for the impact that the development will have on Lenham.
Lenham village does not have the space or facilities to cope with additional traffic etc that the proposed development will entail.
Objection noted.
The SPD considers the site and its local context at Chapter 2.
The SPD takes forward the requirements of Policy LPRSP4(A) of the Local Plan Review which established the necessary scope of infrastructure, which includes new schools and health facilities and wider infrastructure to address the needs of an increased local population.

There is nothing concrete here that gives any confidence. e.h. "The LPR requires the delivery of an improved or new wastewater treatment facility covering the Greater Lenham / Upper Stour Catchment, as set out in LPRSP4(A).5.d."
This may be fine but as it looks like any improvements etc to the the facility will not be for many years details are needed as to what the proposals are in the interim.

Q31: Please set out any changes that you think should be made to the principles & guidance for the preparation of ‘Design Codes’.

It needs to be made clear that certain aspects are pre conditions to any development commencing - e.g. -
1. Agreed and funded proposal from Network rail for a new station
2. Clear proposals for a new/upgraded waste water facility with clear and workable interim proposals dot deal with waste before this is put in place
3. Appropriate medical facilities being guaranteed
Objection noted.
The issues raised are not relevant to the preparation of a Design Code, and have been considered elsewhere in response to comments on transport, blue infrastructure and community facilities.
