Q1: Do you agree with the principle of introducing additional planning guidance for the Heathlands Garden Settlement in the form of a Supplementary Planning Document?

No I object. This will cause difficulties for the existing residents with regards to the infrastructure, GP surgeries and schools. This is an already overpopulated area and more houses will have a detrimental effect on the existing residents.
Comment/Objection noted.
The SPD takes forward the requirements of Policy LPRSP4(A) of the Local Plan Review which established the necessary scope of infrastructure, which includes new schools and health facilities and wider infrastructure.
The SPD contains a range of topics including (at 6.9) the approach to 'Social & Community Facilities' which must include a wide range of services including new schools and a health centre to address the needs of an increased local population.
Figure 19 at Section D of the SPD replicates the required phasing of development and associated infrastructure as was set out in the adopted Local Plan Review.
Infrastructure will be secured through the use of planning conditions and legal agreements, as part of the consideration and determination of future planning applications.

No I do not agree. There is not enough evidence that the existing residents will not be effected profoundly by this proposal of additional housing.
Comment noted.
The SPD sets out a range of principles & guidelines, infrastructure and phasing requirements.
The Council consider it important for the SPD to set out this additional guidance to enable future planning applications to address the full range of issues.
Future planning applications will need to consider and address all the identified issues and requirements.

There is no mention of additional GP support or schools.
Objection noted.
Officers agree that reference should be made as part of the background issues and constraints in relation to the need for new social infrastructure to address the needs of an increased local population.
