Who will manage the development? Who will be responsible for litter picking and care of the park and Country Park from day one? Will the development by 'adopted' by KCC straight away?

The SPD sets out principles and requirements related to long term stewardship at Section 11. An appropriate approach will need to evolve through collaboration between the developer, Maidstone Borough Council (with Kent County Council), local Parish Councils, and other relevant stakeholders. This will need to set out as part of work associated with future planning applications.

Has research been carried out from other new garden settlements in the UK? This would give valuable feedback to understand errors and lessons learned and this should be factored in too.

Where will 5000+ residents for Heathland be coming from? Are they local people or will there be large numbers of houses specially built or bought out by London borough housing associations to house their clients?
