We have attended a consultation event on the Lidsing Garden Village Supplementary Planning Document and have the following comments:
The transport infrastructure has not been considered for the development, especially the roads through Bredhurst. The current proposals will increase the traffic through Bredhurst and cause congestion throughout the local area. Measures should be implemented at the start of construction to manage this increase in traffic. An earlier proposal to close Dunn Street/ The Street does not appear in the Supplementary Planning document and this omission should be rectified and with this proposal forming part of the Supplementary Planning Document.
The M2 junction 4 modifications should be moved into Phase 1 of the development.
A construction traffic management plan was not included in the Supplementary Planning Document and one should be prepared and approved by the Parish Councils before construction commences.
We trust the views of the local community and Bredhurst Parish Council will be considered in the final version of the Lidsing Garden Village Supplementary Planning Document.

The SPD sets out additional guidance on the approach to transport assessment and mitigation (Chapter 7.3) with further detail provided in the accompanying Transport Annex. More detailed assessment of transport impacts and the design of transport mitigation measures will need to be set out as part of the formulation and consideration of future planning applications.
The Framework Plans capture the key structuring elements and principles, whilst also allowing for appropriate flexibility for further design work to consider matters in more detail and bring forward appropriate proposals.
Other plans and diagrams are generally illustrative, and it will be for future planning applications to set out more details around the proposed layout of buildings, uses and infrastructure across the site.
The SPD takes forward the requirements of Policy LPRSP4(B) of the Local Plan Review which established the necessary scope of infrastructure.
Figure 41 at Section D of the SPD replicates the required phasing of development and associated infrastructure.
Infrastructure will be secured through the use of planning conditions and legal agreements, as part of the consideration and determination of future planning applications.
Appendix B of the SPD sets out the anticipated planning application requirements, which includes the need for a 'Construction Management Plan' which will consider issues relating to construction traffic.
