Access into the site is very restricted at present from the east relying upon connections through residential streets and narrow country lanes. It is vital that the proposed new connections are implemented first to limit any pressure on existing connections

The detailed design of transport mitigation measures including addressing off site impacts will need to be set out as part of the formulation and consideration of future planning applications.

The new M2 connection is vital and should be constructed first allow construction and occupancy traffic to have direct access eliminating pressure on existing routes. The closure of Forge Lane to vehicles (except potential buses) is also supported

Figure 31 relating to "Land South of M2 Junction 4" provides an illustration of how this area will connect up to a new bridge over the M2. Section 7 of the SPD sets out the approach to phasing which follows that established in Local Plan Policy LPRSP4(b) which confirms the spur being opening in phase 2 (2033-2038) with potential utilisation of Maidstone Road Bridge and the new bridge expected to be completed in the latter part of this phase, subject to need.

We live in Forge Lane and support in principle the closure of this to all vehicles except public transport but we need clarification on how we could still access Hempstead Valley Shopping Centre by car

Could we have a bus connection to Hempstead via Forge Lane. You talk about closing Forge Lane to all traffic except buses but then don’t show a bus route to take advantage of this

Connection to the M2 must continue me first to limit impact on existing low quality road network

More detailed assessment of transport impacts and the design of transport mitigation measures will need to be set out as part of the formulation and consideration of future planning applications.
The SPD takes forward the requirements of Policy LPRSP4(B) of the Local Plan Review which established the necessary scope of infrastructure, which confirms the spur being opening in phase 2 (2033-2038).
Figure 41 at Section D of the SPD replicates the required phasing of development and associated infrastructure.
Infrastructure will be secured through the use of planning conditions and legal agreements, as part of the consideration and determination of future planning applications.
