Q16: Do you agree with the principles & guidance for "Movement & Connectivity"?
Representation ID: 251
Received: 03/12/2025
Respondent: Mr Chris Harvey
As a resident of Bredhurst with a ‘frontage’ on Dunn Street Road and a rear boundary on Forge Lane I’m very worried about increased traffic volume. It is not yet clear if the Green Bridge in Forge Lane is agreed and there needs to be more traffic control on Dunn Street Road if the village is not to be swamped by extra traffic volumes
Objection noted.
Officers agree that additional commentary should be added to Section 3.3: Constraints & Opportunities to acknowledge wider impacts across adjacent areas.
Principles and guidelines relating to traffic are set out at Chapter 6.6 which requires detailed assessments of impacts on the local and strategic road network and direct reference to minimise impacts on local lanes.
The SPD sets out additional guidance on the approach to transport assessment and mitigation (Chapter 7.3).
More detailed assessment of impacts and the design of transport mitigation measures will need to be set out as part of the formulation and consideration of future planning applications.

Q17: Please set out any changes that you think should be made to the principles & guidance for "Movement & Connectivity".

Need clarity regarding :
1) Transport management during construction and prior to the new access road being built (need date for completion please)
2) confirmation of Green Bridge in Forge lane
3) further restrictions in The Street / Dunn Street Road
4) No logical reason why traffic will be persuaded against using Bredhurst as a rat run / why would that change occur ?
Objection noted.
Appendix B of the SPD sets out the anticipated planning application requirements, which includes the need for a 'Construction Management Plan' which will consider issues relating to construction traffic.
The SPD sets out additional guidance on the approach to transport assessment and mitigation (Chapter 7.3) with further detail provided in the accompanying Transport Annex.
More detailed assessment of impacts and the design of transport mitigation measures will need to be set out as part of the formulation and consideration of future planning applications.
The open space guidelines identify that the Green Bridge is expected to be developed using either the M2 Junction 4 improvement works or Forge Lane with further detail provided as part of the subsequent planning application process.
