NHS Kent and Medway requests a change to the following paragraphs as they do not align with principle e for the local centre. We request an additional point to clarify that any delivery will be determined by our strategic assessment
• 6.11.15 " Local Plan Review Policy LPRSP4(B) identifies the need for the site to deliver a new medical facility in phase 2 of the development alongside the new Local Centre".
• 6.11.16 "Locating the medical facility within the Local Centre will maximise convenience and accessibility and encourage linked trips within the Centre"

Representation Summary:

Table in paragraph 7.2.3 sets out phasing . "Land transferred and serviced for new medical facility for GP surgery to be provided" . This doesn't align with principle e for the local centre which details either a facility (on site) or equivalent funding (alternative site) will be provided to mitigate the need for development, informed by the ICB’s strategic assessment and planning for the area. The ICB requests a change to reflect principle e as any requirement regarding the land will be aligned with the delivery and transfer of the healthcare facility should that be the option the ICB confirms.

The SPD and the table at Paragraph 7.2.3 takes forward the requirements of Policy LPRSP4(B) of the Local Plan Review which established the necessary scope of infrastructure. The table replicates the required phasing of development and associated infrastructure.
Officers agree that there may be alternative means of mitigation in relation to the medical facility and that additional wording should be included to align with guidance set out elsewhere in the SPD.
