This feedback has been prepared by Hume Planning Consultancy on behalf of F D Attwood and Partners the Landowner, Promoter and one of the Stakeholder’s and contributors to the SPD itself. Both Kevin Attwood and myself have been involved in engagement with the LPA’s, local community and key stakeholders from the first “call for sites” request at the start of the local plan review.
The published SPD is therefore recognised to be the culmination of a significant body of technical review and further evidence building which is summarised in Section A of the SPD. This enhancement of the existing baseline evidence (which had been prepared for the Local Plan Examination) was advanced during the SPD process and this allowed an update to the “vision” and the SPD objectives reflecting the land use components that had been fixed by Policy LPRSP4 (b). This stage is clearly set out at Section B of the SPD document.
Sections C and D follow and advance the framework further for creative placemaking (Section C) before focusing on matters of delivery (section D).
Overall the SPD explains both the significant body of underlying work and the consultation inputs by stakeholders and statutory consultees and for these reasons it is concluded that the SPD has fulfilled the statutory requirements and has developed to form a strong “bridge” between the detailed adopted Policy, LPRSP4 (b), that is in place and the outline planning application that is currently being prepared and itself will form a further layer of guidance for the later detailed Reserved Matters submission.
For these reasons it is concluded that the SPD has been soundly prepared and is supported.
