Q1: Do you agree with the principle of introducing additional planning guidance for the Lidsing Garden Settlement in the form of a Supplementary Planning Document?

Representation Summary:

Originally I was against but it now makes sense. The traffic from Boxley to Capstone will have to be accommodated with road realignment, widening, cycleway within the new site. This will unavoidably encourage more traffic to use Boxley Hill so a simple Boxley bypass west of the village but close to it must be built and paid for by the Lidsing developer(s)


Our response:

Objection noted.
The SPD takes forward the requirements of Policy LPRSP4(B) of the Local Plan Review which established the necessary scope of infrastructure, which did not include the provision of a Boxley bypass.
Additional commentary has been added to Section 3.3: Constraints Opportunities to acknowledge wider impacts across adjacent areas.
Figure 41: Infrastructure Requirements as per the Local Plan Review acknowledges the need for necessary off-site highway mitigation.

Representation Summary:

Need for a simple Boxley bypass due to increased traffic. Cost of new road tunnel under M2 will be high and this should also have a pedestrian and cycle segregated route. Who will pay for these road improvements including removing old road bridges?

Figure 41: Infrastructure Requirements as per the Local Plan Review acknowledges the need for necessary off-site highway mitigation.
Chapter 7.4 of the SPD sets out that the Council will continue to work with the promoters to ensure a coordinated approach to the delivery of infrastructure, and that Section 106 and Section 278 agreements will provide mechanisms to secure this infrastructure via developer contributions & direct provision.

Q3: Are there any issues and elements which you feel are inaccurate or missing?

Representation Summary:

The need for Boxley Bypass has not been mentioned but there is already excess traffic through Boxley village. Ideally the section of road just north of Boxley Bypass should be improved as it is very narrow. The scheme must meet this cost.
