I note the Council’s admission that the previous SPD consultation contained an error whereby incorrect employment guidance was presented to consultees.
Given that consultees were not provided with the correct material during the original consultation period, the consultation process was procedurally flawed and cannot be relied upon as a sound basis for adoption.
A short, focused re-consultation on a single page does not remedy the wider defect, as consultees were unable to consider the SPD as a coherent whole with accurate information.
We therefore object to the adoption of the SPD in its current form and reserve the right to challenge reliance on this document as a material consideration in future decision-making.

Consultees were able to comment on the Employment section as was presented during the original 6 week consultation process. Comments were received and all have been considered.
The Council has taken steps to address the error that has been identified, notifying people directly and extending the consultation period as a result. No prejudice has therefore been suffered as a result of the error.
On this basis, the consultation process is considered to be appropriate and reasonable overall.
